how does a radar gun work?

ok...so i'm curious into the details of how a radar gun works and was hoping somebody will know....during baseball games they put up the speed of the pitch...now is this the speed of the ball just as it left the hand of the pitcher? is it the speed of the pitch right before reaching the plate? is it an average speed of the ball over the entire 60 ft?....

the reason i ask this is becuase i dont think it can be teh speed of the ball out of hand otherwise 2 and 4 seam fastballs would be the same, as i believe would be changeups too...because it is the difference in spin tha tcuases these pitches to be different speedsx....and also balls slow down as they approach the plate..so is it the last speed right before the catcher catches it that the radar gun records or an avg????? does anyone know???

Update:

please read my question more carefully...none of you have answered it....

i did a little research on my own and was leaning towards it being an average speed over the sixty feet...let me know if u agree or not

The position of the ball that is being measured for speed varies from operator to operator.Wherever he has the gun pointed when he pulls the trigger is where the reading will take place.

it works the same way the radar gun works for law enforcement agencies . like the police for example , it has a little sensor that tells how fast a object is moving when is going by . in fact these same radar guns are now being used on busy streets intersections around the usa . they're placed high atop a street light to catch speeders as they go by which is fed into a computer which also has a build in video camera to record the licence plates of the driver !!!

It uses the Doppler effect to measure the waves perceived by a measurer relative to the source of the waves. This is why cops, or baseball-radar-gun-operators remain stationary. They measure the waves produced by the cars or the balls without moving; that way, the Doppler effect is entirely created by the source (the car or that ball) and registered by the observer because the car or the ball is the only moving object.

A radar gun has like a sensor in it that when an object passes it the sensor beam bounces back and shows how fast you are.
