Does the executive have effective control over the beauracracy? How can the executive exert control over the beauracracy? What about the executive's ability to use administrative reorganization, appointments, media leaks, investigations, etc., how does that affect his control?

what is the importance of civil servants? Is there conflict among civil servants? How do they impact policy?

    The Mexican political system is "presidentialist" in that the President dominates the development of policy. The Mexican Constitution outlaws reelection to any electoral office so the President has to move quickly. However, the patronage system is such that virtually every person in the bureaucracy is selected by the president or by one of his hand picked principals. All of the traditional methods of control are used effectively by the president: budget, reorganization and appointments.
