My 17" rear left wheel rubbs on my outside arch, How can i fix this?

It is only happening on the one side, the car is a subaru legacy 1999, lowered on harder springs, but not very low at all, i was thinking it was an off set problem, but then why only the one side?

    Could be worn bushes I would have a look at them, also check the play in the wheel bearing it might not be a lot but it sounds like you running things pretty tight anyway. Make sure the inner arch has not come off and is sitting slightly proud this would look fine at first glance but a good inspection would prove worth while.
