Does a Navy Reserve have to drill at a Navy base?

Or does it just have to be a base with Naval components? Where is the closest place to drill to Phoenix Arizona? Thanks.

    Navy reservists drill at their Naval Operational Support Centers (NOSC), what we used to call reserve centers. Some reserve centers are located near or on active Navy bases, but many are not. There is at least one NOSC in every state and odds are that there is one in a city as large as Phoenix. You can check the Navy Reserve website from the closest NOSC.
