That would be either a lens flare effect with Photoshop CS4. Simply select a layer, select filter from the menu up top, select render, select lens flare.

Using an animation program, you could simply use Photoshop to create the image with the lens flare effect, gradually increasing the brightness setting, saving the file each time, then place the images in an animation program.

Ok on most programs that do photo editing like that. You want to go into tools like blur, now somewhere in those settings you will see, normally anyway, a setting that has to do with paint brush. This allows you to make the photo look like that, it will be a paint brush or water color effect. That picture looks like they increased saturation, then used the paint brush template.
