Are you smarter than a 5th grader question?!?
The question was, "What is the largest library in the world?"
The guy answered: "United States Congressional Library"
It was wrong. The correct answer was "Library of Congress"
My Question is what is the difference? I said, "United States Congressional Library" too. If they are not the same, what is the "United States Congressional Library"???

They are the same thing actually but I suppose he got it wrong because of how he worded it.

I googled "United States Congressional Library" and Library of Congress came up.

one is a description, the other is the name
consider an other example:
The U.S. President's Residence
vs.
The White House
