How does Set rotation work in MTG?

I'm not too sure how set rotation works, can someone explain it to me?

oh and which sets are legal this year since Scars of Mirrodin came out?

I plan on entering a tourny but I need to make a legal deck, and I don't know which sets are allowed.

    The Standard (T2) legal sets are always the two Expansion Blocks that came out most recently, and any Core Sets that have come out since the older of the legal Expansion Blocks was released.

    Currently, Standard is Zendikar Block [Zendikar, Worldwake, and Rise of the Eldrazi], Magic 2011, and Scars of Mirrodin Block [only Scars of Mirrodin so far]. In the Spring, Magic 2012 will release and be added to Standard, and nothing will be removed. Then next October, a new Expansion Block will release its first set, and both Zendikar Block and Magic 2011 will rotate out.

    Zendikar Block (Zendikar, Worldwake, and Rise of the Eldrazi), M11, and Scars of Mirrodin are currently legal for Standard as of now. Every time a new block is released (ie, once a year), the oldest block in Standard (when Scars came out, it was Alara block) and the oldest Core Set in Standard (when Scars came out, it was M10) both cycle out of standard. If you aren't sure what sets are legal, either visit the Magic website or run an advanced search on the Gatherer with the format set to "Standard" (and you can also search for card specifics using the Gatherer at the same time).

    Simple. Usually the Standard format only has two blocks with a Core set. In this season, it's Magic 2011, the Zendikar block (Zendikar, Worldwake, Rise of Eldrazi) and the Scars of Mirrodin block( Scars of Mirrodin, Mirrodin Besieged, and ???)
