What stats are they using saying Texas is 47 in education?

The other night on the GOP presidential debate the statistic stating Texas is ranked 47th in education. I have heard this before, however I can't seem to find anything on the DOE website or any other website to back up this claim. Can someone provide me with the link to the website that asserts this? I would prefer a government website of some sort not a media outlet.

It's sad to read comments that the education of blacks and Hispanics don't count. That the black and Hispanic population is the reason for Texas being ranked so low.

Where is it read educational ranking is based only on the white population?

"A recent report produced by the U.S. Census Bureau reveals that Texas continues to slip in rankings of per pupil expenditures among the 50 states and the District of Columbia. According to this latest report, Texas ranks 35 in per pupil expenditures for elementary and secondary education.

When compared to the most populous states, Texas’ average $6,746 per pupil expenditure ranks only above Florida’s $6,056 (which ranks 45) and falls well below expenditures in New York ($11,546), New Jersey ($11,436), Pennsylvania ($8,841), Michigan ($8,489), Ohio ($8,100), Illinois ($8,022), and California ($7,511)."

Ranking in education lines up almost perfectly in reverse to the ranking of non-Asian minorities in the population. Texas has a huge proportion of Mexicans and Blacks.

Below is a great article explaining it. It is well sourced.

Ralph, you have to face the truth. White students in Texas do as well as white students elsewhere. Black students in Texas do as well as black students elsewhere. Hispanic students in Texas do as well as Hispanic students elsewhere. As a group, Hispanics and Blacks don't do as well as whites ANYWHERE. The fact that Texas is so heavily weighted in blacks and Hispanics is why they are low in overall statistics.

If you can't face the truth, how are you going to address the root causes??

Who said the education of blacks and Hispanics don't count?
