Annoying Internet Explorer "how to remove cookies" audio tutorial.?

I have been getting the strangest thing this last few days with IE. I open it up and every other time I go to a web page some "how to clear cookies" audio tutorial starts playing with nothing visible to stop it. and i swear i don't have any kind of infection. Heck, I remove infections from people's computers all day and am generally pretty good at sorting computer problems out. I just can't seem to figure out what is causing this. Has anyone heard of anything like this?

I can tell you with 100% certainty that there is no virus on my system. This is my profession and I'm not talking some geek squad lackey who only knows how to run some anti virus disk. I do use other browsers but I need to use IE for my work's sharepoint site. Sharepoint seems to have issues if you use anything but Microsoft's preferred browser. As for the tutorial, it is a legit walk through of how to remove cookies. I just don't know why I am getting it all the time.

When I say "legit walk through" I mean that it is the proper instructions on how to do so rather than an advertisement to download some illegitimate tool. Tools I've run and know how to use/interpret:

Process Explorer

Autoruns

Gmer

Hijackthis

Malwarebytes

Tdsskiller (because i swear every other computer has zeroaccess these days)

I even reset all of IE's settings.

Before anyone even jumps on the combofix band wagon, there is no need to jump to such a tool at this point.

I can't reliably make it happen so I haven't checked to see what exactly is running while the audio is going on, but if this were a virus I would have seen signs of it already. It is what I do all day every day after all.

So far I have not solved it. I still had it happening today. Of course the only responses I can get from people is that it is a virus. The thing is I know without a doubt 100% this is not a virus. I'm a tech myself and work on computers all day long. I just really can *not* solve this. I even checked task manager today and process explorer while it was giving me the speech and *nothing* out of the ordinary was running. . . at all.

Update 4:

Another edit: Mario, do you by chance have the Google Toolbar? I've finally been able to find more about it and the people on other forums are mentioning uninstalling and reinstalling the Google toolbar as a fix.

    I have the same problem, it started this morning. When I launch Internet Explorer and my home page loads (or whatever page I choose) I get some American chap telling me how to clear my cache and/or cookies, this does not occur again if I navigate away to another web site but will occur if I open a new tab.

    I run IE 8 on XP professional, recently de-frag the hard drive, prior to that I cleaned the hard drive and registry although the problem did not occur after that but did occur after the de-frag, but that may just be a coincidence. My last virus scan prior to the problem starting detected 3 Trojans, maybe that is relevant?

    Have you sorted your problem out yet, If so can you please tell me what the fix was. Otherwise I hope my notes are of some use to you.

    Based on your description, I'm 95% sure there's a virus on your computer. If it was a setting, then there would be some sort of user input (like a button or CheckBox) to stop it. If you don't find any viruses after scanning, then try downloading Google Chrome or some other browser and see if it does the same thing. There's a link to the Chrome download page in the sources.

    I agree with Phillip, I've never seen it. Have you looked in Task Manager for mysterious, unknown processes running while you're using IE? If it's legit, there should be an x to click on and turn it off.
