To give you a serious answer, no, we wouldn't have a paper shortage.

The "paper" that US currency is printed on is actually a mixture of cotton and linen. The company that makes the paper gets it by buying much (but not all) of the trimmings and offcuts from jeans manufacturers. As long as Levi's and Wrangler have customers, there's a source for the paper.
