The staff changed the limit for levels 5-7 last week and now all levels 4+ have 20 question and 80 answer limit. They raised the vote limit for 5-7 with level 5 having 200 votes and 6& 7 now have 400

There is 2 reasons.
1) it is an initial measure to combat spam and other abuse.
Spam is consuming too much of Yahoo's resources.
2) it is designed to make a reduction in the 11 million questions with tied votes in the "In Voting" system.
Some questions have been in limbo for 4 years.
Another million is added every 6 months or so.
So now there is an increase in the allowance for voting.
For level 7 it is 400 per day.
The reasoning is that people can get extra points by voting for "In Voting" questions. Because fter they have used their allocation for Answering, they can still get points by Voting.
$$$$$$$$$
I expect both the Answering limits and the Voting limits to be tweaked again in the coming weeks.
Perhaps we will get 2 points for voting (on a temporary basis).

Ah, you're a bit late to the party ...
Starting last Wednesday, Y!A changed the daily participation limits to include Levels 5, 6, and 7:

I, at level 7, haven't hit a limit yet. But have noticed that yahoo isn't sending me emails last couple days that one of my contacts has asked a question. So it may just be a fluke, more incompetent yahoo weirdness which happens from time to time.
It's free so we can't expect too much from the office geeks. They're probably still busy arguing with Microsoft about who is going to be the King.
