Each Colony had its own way of chooseing thier own delegates. For the most part, people who didn't contribute to society (beggers, lay-abouts, etc) were NOT given ANY voice in the choosing, even in colonies where actual votes were cast. Unlike today, they didn't believe in giving a worthless person a say in how much money they would get from a working person who didn't try to cheat the system.
