Change Text Encoding from UTF-8 to UTF-16?

On my banks website I was having a problem displaying a page it went completely blank. I checked the charset under the web page source and it was set to UTF-8 so I changed my browser text encoding to UTF-8, now I was able to see the page however it was very dim I could make out the text but really had to dig in. I tried to find an alternative and read on a blog that UTF-16 might make it better. Is that true ?? And if it is how can I do that. I do not have a UTF-16 under text encoding on my browser. I am working on IE 8. I have tried my banks IT deptt and they were not able to help me as they are currently working on this issue. Or if anyone has any other idea please let me know.

    did you try IE9?

    this could be a trick the spammers use to hide their email addresses. it is called "spoofing" they're finding for lively money owed. in basic terms delete it. we've all been getting them. changing your password does not help. it is going to offer up quickly.
