It sounds to me like they are referencing the fact that ducks have down. (Not the direction down, but down, the finer, softer feathers. You know, the stuff used in down pillows, jackets, etc.) You get down from a duck by plucking it from the underbelly.

I've Never Heard of such a Saying and i could find no reference :)
