Do ATMs in Japanese Post Offices charge for cash withdrawals with foreign cards?
I know that only certain ATMs in Japan (Japanese Post Bank and 7Bank in 7-11 stores) allow for cash withdrawals using foreign debit cards. I am also aware that my own bank will charge me for foreign cash withdrawals (they charge me 2%, plus £1 per withdrawal).
But do the ATMs themselves (either Japanese Post Bank or 7Bank) charge me for withdrawals, in addition to what my bank will charge me, since I'm using a foreign debit card? Or would I only end up paying my bank's charges?
Some of these answers are patronising and unhelpful. It is not simply 'common sense' that they would charge a fee; where I live, in the UK, the majority of ATMs do not charge any fees for cash withdrawal using a debit card, even if the ATM belongs to a different bank. I thought it was at least possible that this was the case elsewhere, so I decided to ask.

In America, when you use an ATM that isn't your bank's and when you get charged a fee from both your bank and the ATM's bank, it's called double dipping. Double dipping is completely legal in America, and it's standard practice.
By using any ATM in Japan, since they are all ATMs that aren't your bank's, you will be double dipped.
The ATM fee in Japan is variable. Typically, between 8:45 and 18:00, it's ¥100 plus a 5% tax for a total of ¥105. Outside those hours and on weekends and holidays, it's double for ¥210.
My bank is Bank of America, which charges an astounding $5 for a foreign ATM transaction, so I'd be hit with $5 + ¥105 with the double dipping.
