What are the steps to starting a homeless shelter without asking the government for money.?

Please send us the steps to opening up a shelter for those that are not able of providing adequate shelter for themselves (especially for the disabled veterans).We recently began paying rent on a building downtown. It is in an Ideal area. It is across from the park and 2 doors from the police department and one door from the court house. We, the community members decided that this is a good idea. We will also provide free temporary housing for those in need. It will be free for battered women. We have a large garden area where we raise our own food. The homeless can assist. The building already has restrooms a few beds and bath. The only thing that we can think of at this time is for those that is getting checks will need to help pay for utilities and the rent. We are thinking about charging $120 dollars per month per individual. The ones paying will be getting some type of financial support. We chose not to go non profit and deal with the hassle and paperwork. We need yahoo’s assistance on providing us with the proper way to get this started. Please inform.
