My electric kettle has become very noisy. I was told it needs descaling?

What does this mean and how do I do it?

    Fill it 1/3 up with white vinegar and let it sit overnight. In the morning, run a brush inside, then pour out the contents into another container through a coffee filter. You should gather many of the sediments in the filter and more or less clean the big pieces out of the vinegar. Pour the vinegar back into the kettle and cook the vinegar for a while. Then, turn off the heat, hit it with the brush again, and dispose of the vinegar. Wash and rinse the kettle a few times. Voila, clean.
