Why do people constantly mess up their questions and have to use updates or even answers to add content?
Is this yahoo's fault or is it just stupidity?

Over the last few weeks that could possibly be down to the new question asking box.You have to expand it.It also doesn't have the preview option to check all is in order before posting.
I ran a test last night and my question ended up in this section and got reported before I could remove it.

It is due to the update and how we need to go through trouble just to ask.Before it was easy and for years no one had issues.
With this format every day new issues show up.
You can't even choose your own category.
Without going through another step.
Wait until you try editing an answer like I just did and have to box jump to the top 5 times.

YA has nothing to do with it. Lots of members just don't seem to put much thought into their posts. This mostly happens when they're here to rant anyhow, so in such the case - it's better just to report those kind.
In other cases, they forget about details such as the country they're in or if asking about a violation they received, they neglect to give us enough info to 'help' them. It's kind of irritating to have to look at further details in an 'answer.' Said answer is often times TD'd and/or mistakenly reported. Members would do better in thinking out their questions and submitting them in as short & 'to the point' way as possible.
It would help them get better responses & save the site on space.

How can it be YA's fault? They didn't ask the Q! People don't check their Q before posting it or just don't care about grammar or spelling.

None, maybe they didn't know how to explain the question, or other answers were confused. There are many possibilities, and it may just be that no one's perfect. If you dislike this answer, then you dislike the truth.

If you explain fully like I did yesterday asking a question, you then have to remove text as yahoo in their wisdom (or stupidity) limit the text characters you can use. I suppose its a spam thing?

What people put in a question is entirely up to them, so you can hardly blame Yahoo for it. I think one of the main problems is that people do not think about how their question will appear to someone else. They know what they intend to ask - but forget that other people may need to know some of the background to make sense of it - little things like which country it applies to, and how old someone is.
