    I have no idea, I do not find it related to hair, I have only seen it as a female name, probably Portuguese in origin.

    Pilar means relative or pèrtinent to hair and also covered with it. A sentence could be "He is very pilar, so he has to be interested in pilar subjects as they affect him".
