If the pc game you are playing is at 25 or 30 fps or higher then 30 does it not lag or stutter ?
But if the fps drop under 25 it'll began to lag and stutter ? So thus usually you want to aim for 25 fps or higher to avoid lag and stutter ?

For me anything lower than 40 is stuttering.

in simple terms, yes.
you always want to run atleast 30fps at a minimum to avoid watching a slide show. (its been said any less then 48fps actually causes strain to your eyes)
most monitors run at 60hz, so ideally you want to run games at 60fps so it will be smooth. usually when running at or below 1/2 your monitors refresh rate, is when it will get choppy.
