My 13 year old golden is having trouble going up stairs, why?

My golden is 13 years old. In seemingly remarkable health except she has trouble going up stairs. She can go down stairs without issue, but going up has recently become a problem. It's an issue because we need to go down/up stairs to get outside. Any ideas what the issue might be?

Update:

I realize she is old, but she's not anywhere near needing to consider quality of life issues. She still sits "frog" style, with each hind leg going opposite directions so here belly is flat on the floor. Vet didn't think she would do that if her hips hurt.

    Your at the Max. life expectancy for a medium sized dog realize she is like 91yrs old. She most likely has arthritis issues and joint pain and weak muscles. I think you need to start considering her quality of life and if she is suffering maybe time to end it for her. Take her into Vet. Try a new food with Glucosamine added or they make chews for dogs of this medication it ain't cheap there are a few on the market Eagle Pack is one however this is like putting a band aid on a gun shot wound. Her time could just be up the larger the dog the shorter the life span.

    Arthritis.

    The dogs that size get it in their neck, shoulders, spine and hips. Getting her on glucosamine chronditin would help a lot. Having her checked by your vet for this helps too.
