First, laptop or desktop?
If laptop, USB mouse or mousepad? Built in Keyboard or external?
If desktop, USB or PS/2 mouse?
I assume you're using desktop with a USB mouse and USB keyboard. Try plugging the mouse and keyboard into various different ports on your computer. Depending on the way your USB ports are connected to the motherboard this may help. Other than this you've not provided enough information for me to give you a better answer.

if your using a laptop, google the brand and version of windows with the words 'how to disable palm check'
it's a feature on most laptops that disable the mouse pad for 1-2 seconds when a key is pressed.
