Carbon is considered a reducing agent because it is a non-metal and it will react with oxygen to form a gaseous non-metallic oxide, such as CO or CO2. This occurs especially well at elevated temperatures. Since the product is a gas, it is easy to remove and thus little chance of the reverse reaction taking place.
