Texas employment question regarding personal use of cell phone and laptops?

My wife is a nurse practitioner who is routinely on call. While she is on call for 24-48 hours she is required to use her perosonal cel phone and laptop. She accesses the hospital websites to view HIPPA information and calls the hospitals to consult on patients. My question is in Texas, is the employer required to provide her a cell phone/laptop or is there a requirement for them to provide a phone/laptop. Since there is confidential information according to Texas law they can sieze and erase any information if she chooses to leave. Please provide statute numbers if they apply or relevant case law. She s currently negotiating her new contrac and wants to ensure she s not forgetting anything.

    Tools are the expense of the user. unless the "Special Tool" is not usable for normal purposes.

    Unless contracts say otherwise.

    Federal Income tax deductions can be taken for work expenses when not reimbursed by the employer. A computer and mobile phone used ONLY for work sould be a deductible expense, check with a Chartered Account w/ tax experience.
