I don't know, but in defense of whoever it was, they awarded the Olympics back in 2011, when we had a REAL President.

The Olympic committee is bent on making some kind of we are the world statement with these choices. That, and they like to be paid off. Honestly, I don't know why anyone would WANT to host the Olympics. It is a losing deal. There are derelict Olympic stadiums all over the world. The games never pay off...
