Did Trump break the law when he went on a Twitter rant speaking to NFL owners about the players?

Yes. Not the first time, won't be the last time.

Try READING your one source.
He DID NOT take or withhold ANY official government action, threaten to do so, or ask anyone to do so.
Therefore, based on what YOU copied in your question he DID NOT break the law you cited.
Additionally, the law only prohibits taking such actions SOLELY ON THE BASIS OF PARTISAN POLITICAL AFFILIATION. He suggested firing players on the basis of there ACTIONS, not their party.
That make BOTH essential elements of a violation false.

I'm not sure if he did or didn't, but he DOES need to learn his place.

No, because he was speaking figuratively. Here's the quote:
"Wouldn't you love to see one of these NFL owners, when somebody disrespects our flag, to say 'get that son of a b**** off the field right now - he's fired."
Had you read that before, or is this the first time?
