My 22 year old son want to move to Downtown Cleveland. Is is a safe, up and coming area????

Depends. Its an adventure.
There are no safe places
in the USA . Guarded
gate communities have
gun nuts seeking excuses
to use their military surplus.
Cleveland is where the
cheaper Saturday Night
throwaway pistols found
customers. The friendly
are snowbirds living in
Florida. Cleveland breeds
cold-hearted economics.

Most of "downtown" Cleveland is pretty vibrant and safe. I would like to live there if I was young.

Cleveland is a fairly large city. There will be good areas and bad areas. He should contact a real estate agent that deals with apartment rentals. They will know the areas and where is the best area for his age group and is safe.
