Your question sounds like the opening line to a joke. Not sure of the answer - mine, in the spirit of your question is: 'people, in general put lights round their houses to make them stand-out better. The Royals already have the best stand-out palaces, so they don't need to bother'.

Because people might notice that the Royals don't cast shadows.

Because to do so is vulgar.
There are plenty of Christmas lights here in London, in Oxford Street and Regent Street.

They're already criticised enough for taking too much money and wasting it, that is probably why. Even councils in some places have stopped putting decorations in town centres because they are scared of being criticised but that caused a reaction equally bad, people wanted them to put lights up but then I bet they'd still moan about money if they did put lights up. Although the powers that be are often idiots, sometimes they can't win. I feel a bit sorry for Theresa May now even though I don't vote tory, everyone is trying to put a gun to her head while she is just trying to sort something out.

Trees in the vicinity are lit up, and they have festive decs inside - but like many of us, they consider decorating the outside to be rather cheap and trashy.

They choose other decor. It also could be a matter of cost-- the bill to light the decorations would be astoundingly high. And special care would have to be taken on how the lights are hung on historical buildings in order not to cause damage, a further expense.
