Should the Police have fined Prince Phillip?
For driving around without a seat belt a couple of days after smashing up another car

I'm not sure that we have "on the spot fines" for that kind of offense and if he was driving within the bounds of private property, there is nothing the police could do about it. It does show an alarming lack of common sense though.

I can't believe that anyone in their right mind would drive without a seat belt , 48 hours after surviving a serious crash where the seat belt undoubtedly prevented serious injury.

In order for the police to fine ANY driver, the driver has to be caught in the act of not wearing their seatbelt while operating the vehicle.

Yes he was on a public road without a seat belt on which is a fixed penalty ticket. As for the crash I hope the CPS charge him with at least driving without due care and attention. The Queen was also seen on a public road without a seat belt on which shows the pair of them have a total disregard for the Law and other road users. Should have his licence revoked immediately. They are a pair of senile old fools.

If he is guilty of reckless driving he should be fined, with the information available to us it seems quite clear he is at fault. At the age of 97 he should quit driving, but it seems he has other ideas, only a couple of days after the crash he was back driving and breaking the law by not wearing a seat belt. He really cannot be very bright.

No - it's not up to the police to fine someone for that sort of thing.
If they decide to take it further, he'll be charged with an offence and will have to either attend a magistrates' court or send a legal representative. The court would decide if a fine was appropriate.

You don't need to wear a seatbelt if you aren't on a public highway.
So if he was driving "within the private grounds of Sandringham house" he didn't need to wear one.
