Why was the meme reported?
I answered a question "I m a big Mexican male. I m going to build a 51 foot ladder..." with a meme of a long distance shooter and his dog spotting. The dog said "Yeah, that s the one who stole my bone. Take him out.". In my community it s about the dog and his bone. I said "My dog and I will be waiting.".
This person that wrote the question said he was going to illegally enter the country and take women. I said nothing about that. Did the person that reported it think the question asker was goiing to be stealing dog bones too?

First off, it doesn't sound like there was a question asked (just a meme). That would be a violation.
Without a question, your post was just chat, which is also a violation.
No knowledge seeking question, means there can be no non-violating responses. It just may be that not all the violations were reported, or they were but not all were reported enough to be removed.

Memes are never proper answers and are always reported, as what happened in your case. If you've bothered to read the Community Guidelines, the rules clearly stipulated there always must be an attempt to answer questions being asked by other users; you failed to do so in this case.
The other possible reason why it was reported because of its promotion of violence.

Promoting violence is always a violation on YA, a meme is never a proper answer (unless that was the question), and you answered a chat violation with more chat.
