Of course not. All proper nouns are capitalized and perceived importance (which only exists in our minds anyway) has nothing to do with it. We capitalize the worst and the best, the shooting stars and the homeless alike.

Trump may be an improper man, but he still has a proper noun for a name. Otherwise, "trump" is most commonly a verb or adjective.

You can do what I do: give him a better deserved title, e.g.: POS Trump.

Trump's name is a proper noun, so correct grammar would call for capitalization,, but by not capitalizing it would be a way of showing your dislike of him,, much like you will never see me refer to him as president, nor will I ever put the word president in front of his name.
