Trouble skyping to landline in Philippines, how did the numbers change in the last year and how do I fix it in my Skype contacts ?

    Why dont you call them directly and then have them get an app for their phone.  Something like Wechat, Line, Kako etc.  then they would only need to be near wifi in order to recieve a video chat.  The other option is to ask them if they have an app that is local like majic Jack in the philipines.  I got that for my cell phone.  Majicapp allows me to call the US or canada from anyplace in the world, as long as i have an internet connection.   There are options, you may need to explore a little more.  

    Lastly, if they had a computer with skype, then they could connect directly to your computer.
