It's a phrase from a 1949 John Wayne movie, She Wore a Yellow Ribbon. Biden attempted to use it in humor. However, Biden used the phrase with a 21-year-old. The movie is more than 70 years old, John Wayne has been dead for more than 40 years, all of which makes Biden an idiot.
