Generally you cannot, although some ignorant pranksters may be unaware that their number is automatically forwarded to your receiving line before the second ring and therefore fail to take steps to mask that or "spoof" with a different number.

There's no minimum time the caller needs to be on the line. In fact, if the caller hangs up before you can pick up the phone, you probably can still trace the call. A connection simply needs to be made, and that usually happens once the phone rings at least two times.

Block the numbers when you don't recognize them. Sign up for the Do Not Call list. Write down the numbers and report them to the FCC's fraud department AND to your cell-phone provider. You cannot prevent some spamming calls or prankers--but you can keep reporting them. Your phone's block number feature is your best defense. 

If you know who is prank calling you, you can report it to the police as well.

You can't trace the calls, but law enforcement can try to trace them.

No, but the best way to get them to stop is to either 1. Ask them for money to pay for the phone calls or 2. Ask them to join you at church. Also, and this part is indeed for real, have a computer expert go through your smart phones and laptop computers and wireless router and look for "Spyware". Also have them check for spyware in your cars. This prank caller may be using spy tech to spy on you, so get a trusted friend who knows computers and have them use a magnet to go through the walls of the house and find metal speakers or microphones and start getting rid of the spy tech. Then again ask this person for money. When you get a phone call from this person, learn how to use the operator to trace the phone call and bill that person for the minutes they are using on your phone line. Get a list of received calls from this prank person and see if they come from a specific computer. You can use that computer id to get a location and address. When you find an address you can make 2 copies of a bill for the charges of the minutes used on your cell phone and bill them (Always keep a copy for yourself), then when they don't pay, you have a piece of paper with their computer IP address, a list of all the phone calls, and a reason to take them to small claims court. Do some computer detective work and good luck!

Even if you could there are ways of sending fake numbers that look like they are in your area code but are not. Yes there are sites that give the information from a phone number.
