Cutting down on useless hierarchy isn't cutting those out on the ground, there is more to it than simply cutting funds, it's cutting it in the right places. Here's the ranks in the UK: Constable, Sergeant, Inspector, Chief Inspector, Superintendent, Assistant Chief Constable, Chief Constable... See? An ordinary business runs well without so many bosses, take funding away from too many chiefs and spend it on more Indians.
