If you mean in economics an over or undervalued currency, you need the Big Mac Index. And it is Kuwait. But it is not even a currency. It may be if you are the brotherhood. For investors, it is Yen Nd Japan. It gets stronger even during the pandemic.

Kuwait was a protectorate of United Kingdom before the second world war. Their currency is pegged with British Sterling. That's why when they introduce Kuwaiti dinar it is initially with the same value as British pound. and because of it's strong economy due to oil export, the value of dinar keeps rising.

That wouldn't tell you anything meaningful. For instance, a Peso is worth about 4.75 Yen, but that doesn't mean Japan's economy is 4.75x weaker than Mexico's.
