I'm working in the kitchen of a diner and I'm making $10 per hour. Should I complain or quit?

Complain about what - your hours - your wages - your working conditions.

COMPLAINING rarely gets you anything at all.  Managers hate people who whine and complain.  

Politely asking for a change is more likely to get attention than complaining.

If you are a manager - who are you going to listen too - the person whining and complaining about their wages, hours, or working conditions - or the person who is politely reminding the manager what a good job they have been doing and how long they have worked with the company without a change in pay and politely asking when the next raise might happen.

If politely trying to get improvements does not work - then look for a better job.  Leaving a job without something else lined up is rarely a good idea - especially with the uncertainty of the current economic situation due to the pandemic.  

You might want to also consider how much the pandemic has affected the diner you are working for.  If they are getting less business than normal - they may not be able to afford to give raises right now even if they wanted to do it.  

Complain about what? You applied for the job and knew the hours/pay........... if you do not like it then remain working and you look for another job

Neither. Do your own & shut up.

Depends on your skill level.  If you do something that can not easily be replaced and you do it better than others ask for a raise.  If you move bags of potatoes from the cooler to the kitchen and most anyone else can do it and will do so without complaint, you should rethink your decision.   Can you be replaced easily for the same or less money?  As far as quitting, you better have something as good or better to run to.
