No, it isn't. A person who weighs 112 kilograms and is 1.82 m tall has a body mass index around 33.8 kg/m^2. He/she is moderately obese (first degree or low-risk obesity). He/she shouldn't weigh more than 82/83 kg. This applies to the whole world. It isn't only an American thing.
