USPS excluded from COVID guidelines?
So recently my local United States Postal Service Office has decided that they are no longer delivering packages to apartment complexes. It’s a huge annoyance, and I was told I have 3 days from the date of notice to claim my package before they send it back. One was already sent back even though I rescheduled delivery before I was told I have no choice but to pick it up. The notice they leave actually tells me to reschedule delivery or go pick it up the next day.
Anyways, I went to go pick up my package at my local post office, and was taken back by the total disregard of COVID-19 guidelines. Everyone was crammed inside this tiny building, no one was six feet apart they were barely a foot away, people were crammed together by the doorway, people were wearing masks like chin diapers, the place looked a mess and it was clear no one is sanitizing anything. When I spoke to one of the representatives working there, I was told they didn’t have to follow the guidelines.
I don’t believe this is true, we are currently in stage 5 and this new rule they’ve implemented is only going to get people more sick if they’re going to be huddled together in a small building for an hour or longer for their mail.
I just want to know, is the USPS excluded from following any local COVID-19 guidelines. If they aren’t I would like to report them but don’t know the proper channels to do so. Any help would be greatly appreciated.

And the employees do not wear masks either. I've been there twice and only one out of four wore a mask. The other time, none of them were wearing masks - all within the last two months. No, there's no exclusion whatsoever. They just think they can do whatever they want. Who can we report it to? The main post office, unless they do the same.

I don't know where you live, but none of that matches what I've seen where I live.
And no, it is not correct that they "don't have to follow the guidelines."

Yes, you would report the Post Office to the Postmaster General.
