    Go to a catering suppliers, they should have packaging for most foodstuffs.

    Are you actually asking how to box up boxes? 

    If you buy in bulk most boxes designed to hold cupcakes are packaged flat and they are "opened" as needed. 

    A box to pack boxes in would be just a larger box.

    Boxes specifically for cupcakes already exist. 

    Beyond that; it depends on whether they're just for carrying, or if they need to be more robust (eg to post / deliver)
