Is there historical satellite imagery with colored x-ray that can go back to late 1990s to find missing abducted people inside houses including 2 story houses like William Moldt. If so how and is it too expensive?

Oh yes. Yes, there is. I use it all the time to find those darned missing abducted people inside houses. It's really great. I really recommend it, due to its fantasticness. Hope this helped.
