If God looks only upon the intent of our heart...then why does the Bible tell us how to worship him?

The Spirit for some reason is saying, "The intent of our heart is what exposes our Faith and Bible shows us what our Faith can accomplish by what God's sees in our heart.....not in David's or Moses, or any of the prophets, for their faith was built on works and our faith should is believing God sent his only begotten son....where there is joy unspeakable and full of glory.....

    Being a "DEAD spirit" (Romans 5:12-14; I Corinthians 15:21-22)!

    FIRST THINGS FIRST!

    "Search the scriptures; for in them ye (((THINK))) ye have eternal life: and they are they which [ONLY] testify of Me" (John 5:39).

    Being a "DEAD spirit" (Romans 5:12-14; I Corinthians 15:21-22) what are you going to do?

    You have a "Bible" in your hand that you've "Search the scriptures; for in them ye (((THINK))) ye have eternal life: but they are they which [ONLY] testify of Me" (John 5:39).

    Jesus said "YOU CAN'T UNDERSTAND NOTHING" (Matthew 13:11)

    Being a "DEAD spirit" (Romans 5:12-14; I Corinthians 15:21-22) until Holy Spirit baptized (Acts 1:5) when HIS (((POWER))) comes upon us" (Acts 1:8) Who "QUICKENS" us (I Corinthians 15:45) "back to life" (Ephesians 2:1) from our "DEAD spirits!"

    (((THEN))) "... it is given unto you to know the mysteries of the Kingdom of heaven, but to them it is not given" (Matthew 13:11).

    (((BUT)))

     14 "How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher? 

    15 And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things!" (Romans 10:14-15)!

    We were "Gentiles" (Galatians 3:28) and our examples of how we were SAVED is in Acts 11:15-16 that's in accordance with Romans 10:14-15!

    Consequently, we have to take care of FIRST THINGS FIRST and "be born again of the spirit" (John 3:5-7) in order to be "resurrected from our DEAD spirits" by being Holy Spirit baptized (Acts 1:5) and "receive (((POWER))) [Acts 1:8] to become the sons of GOD" (John 1:12-13).

    Being DEAD spirit initially, who "knows nothing at all" (Ecclesiastes 9:5) "FAITH IS AFTERWARDS REVEALED"  (Galatians 3:23) 

    Of course, AFTER one has been "QUICKENED back to life" (Ephesians 2:1) from their "DEAD spirit" (Romans 5:12-14; I Corinthians 15:21-22)

    FIRST THINGS FIRST!

    (((AFTERWARDS))) "FAITH" is received as a "Spiritual gift" (I Corinthians 12:9) (((AFTER))) Holy Spirit baptism (I Corinthians 12:13).

    FAITH BELONGS TO GOD that (((HE))) deals in measure" (Romans 12:3) 

    (((AFTER))) "looking at your heart" (I Samuel 16:7) 

    Who gives "FROM FAITH TO FAITH" (Romans 1:17).

    "For therein is the righteousness of God revealed from faith to faith: as it is written, The just shall live by faith."

    "FORGET NOT" (Hebrews 13:16)!

    "Jesus is the author and finisher of our faith" (Hebrews 12:2)!

    When we "hear" more of the Word and "believe" more of the Word 

    "FAITH IS INCREASED" 

    "LORD increase our faith" (Luke 17:5)!

    Since "Faith comes by hearing and hearing by the Word of God" (Romans 10:17)!

    "FROM FAITH TO FAITH" (Romans 1:17)

    THAT "GOD DEALS IN MEASURE" (Romans 12:3).

    "FORGET NOT" (Hebrews 13:16)!

    "FIRST THINGS FIRST!"

    "FORGET NOT" (Hebrews 13:16)!

    "But unto every one of us is given grace according to the measure of the gift of Christ.” (Ephesians 4:7).

    Therefore GOD deals GRACE in measure!

    The works of the prophets were the result of the "actual" grace of God, while the "sanctifying" grace (which is the currency of heaven) later became available to the faithful only through the works of Jesus Christ. Yet, "actual" grace still operates, even in the presence of "sanctifying" grace. So, God's "economy of salvation" must be a bit more complicated than most people believe or understand.

    God does NOT just look at the intent of one's heart.  Have you ever heard "the road to hell is paved with good intentions"?

    2Sam 6:6 When they came to the threshing floor of Nakon, Uzzah reached out and took hold of the ark of God, because the oxen stumbled. 7 The Lord’s anger burned against Uzzah because of his irreverent act; therefore God struck him down, and he died there beside the ark of God.

    It appears that the ark was about to fall off the cart, but Uzzah kept that from happening.  His intentions seem to be good.  But God's rule was that only the Levites could touch the ark.  He should have never even been close to it.

    John 16:2 They will put you out of the synagogue; in fact, the time is coming when anyone who kills you will think they are offering a service to God.

    One can have certain honest intentions, but in fact be doing the exact opposite of what God wants.  We have to go by God's word, not our feelings.

    Who says Moses faith was built on works, this is a belief of the born again and jehovah witness faith.  it is not correct at all God looks on the hearts of man, for if you have a good heart you will automatically do good works.  You won't have to hound people to convert them to your faith.  Jesus said do not transpose yourselves from house to house when preaching the good word but let the people come to you.  That's pretty plain those who seek the truth are the ones who will hear and see.
