Biden didn't promise 2k checks. He promised a total of $2000, including the $600 that was already sent, which he called a down payment. That means that only $1400 more needs to be paid to reach the full $2000.

Congress controls the purse strings. Educated people (unlike you) know this. All presidents are part of the checks and balances procedure and can promise to work toward a direction. I don't expect you to understand this because you already revealed your hand as remedially challenged. It's OK, you can catch up.
