Never study in a country where you do not intend to practice medicine because your award is unlikely to be transferable. Never study medicine in anything other than the native language of the country because you will not be able to do your clinicals and residency.  Always cheapest to study in your own language and in your own country.  I fear your English is not good enough to pass the language exam.

college programs aren't offered by countries -- but by colleges.  You may find such in India, Pakistan, Singapore, New Zealand, and perhaps other ex- British Empire countries -- but it will surely be useful to speak the local language as well.
