What is this?

About once a month, this pops up on my screen, in the lower right, above the clock (windows 10).  There is nothing to click on.  If you hover your mouse over it, sometimes an "OK" button will pop up, but you can't click on it.  If I kill ALL running tasks, this small window is still showing.  It is on top of everything else.  The only way I have found to get it to go away is to restart my computer.  But then it will pop up again in a few weeks.   If it's caused by an app, please let me know so I can uninstall that app immediately.  I even ran the image through tineye web site, but it got no hits.  ???

    This is a known bug with Avira. If you have Avira installed, you can try stopping one of the Avira listings in Task Manager.

    It's probably just the NSA targeting you for conscription.  They've determined that you're the only one who can save our economy and the world!  I wouldn't worry about it too much though.
