Is it inappropriate for a doctor to massage your back?

So, my doctor was examining me for headaches. I mentioned a problem that my physical therapist had identified. So he moved my hair off of my back and examined me in silence. He was sort of massaging my back (on bare skin, my shirt had a lowish back) for 10-15 seconds. In silence!

Is that a normal exam or was he being fresh?!

Update:

He was touching me on my shoulder blades, on bare skin.

    I don't believe he was touching you inappropriately.

    He was checking for muscle tension. It's a way to diagnose the cause of a headache. If the neck & shoulder muscles feel rigid, it means the headache is likely from tension or anxiety.
