Did you notice that his people at the bottom did not react, but simply watched him re-trip and re-re-trip. You can expect that from the military personnel since they are ordered to hold their position, but his aides didn't react. That could be an indicator that they expect something to happen and it will have a negative impact on them. They know the end is near. Like Joe will take the 25th, and they will lose their cushy job. Anyway, the whole scene looked like a typical discombobulated day with Joe.
