As soon as the first criminal case against him comes to a conclusion.    That usually takes a while.

He should already be there, the fact that he isn't proves he is above the law.

The wheels of justice grind slowly but they grind exceeding fine.  (I don't remember the exact quote but it's something like that.)  Trump is the subject of THIRTY investigations.  I think it's really just a matter of who convenes a grand jury first.
