Why does the sports media make such a big deal about the Masters when the tv ratings are so awfully low .?

Because they need something to cover when they aren't talking about child sex trafficker Matt Gaetz.

I see ways for golf to make the viewing experience more consumer friendly.
I don't know the Masters rating has dipped significantly w/o covid influence. I see you didn't submit how you know this. I am always wary of the "why" q because they can indicate falsehoods are true.

Let me see if I understand your question:
"I don't follow golf or watch it on TV, therefore, no one does".
Did I get it right?

Ad revenue is based on ratings. The business decision by broadcasters is made on what will maximize ad revenue. They have access to demographic data you (or I) do not. If you think you can do better apply and tell them your plans. Personally I don't give a crap about professional golf, or what they decide to advertise or broadcast.
I have tried golf twice. I don't understand why it is considered a "sport". Maybe to make obese middle age men think they are athletes because they can walk a few feet from the cart to the ball and swing their arms.
