Electrical engineering?
Before you check voltage in a 3 panel panel. Does the electrican or engineer need to understand Wye or Delta configurations? Or does it only apply to transformers?

No, the three phase system applies to all three phase systems like transformers, motors, heaters, ovens, electrical appliances, stuff, things and bicycles which are three phase.

Sure do, a Delta transformer with a stinger leg is outright dangerous but they're out there. The data plate attached to the Delta transformer shows if it has a stinger leg or not, ipso facto.
